Walk there during the day, uber back at night may be the play, would still be much cheaper than staying at the Rio.
Keep in mind that many people here think that that area of town is less safe than Beirut during a Hezbollah attack.
That immediate area contains a LOT of multi-unit housing. It's convenient for people who work at the Rio, Gold Coast, or Palms (and sorta kinda for people who work at the Orleans or Palace Station). Therefore, there's a lot of foot traffic, at all hours.
If you travel a bit further north, from Flamingo to Spring Mountain, you're in Chinatown, which is a heavily commercial area; lots and lots of Asian restaurants, many of which are open very late, so: also lots of foot traffic.
If you're near Valley View or Arville, there are frequent buses that can get you to the GC or Rio. I would jump at this housing option if I were you. I don't think the host is lying when he says it's a safe area, and it definitely is well lit.
