A lot of times the tournament is big enough where they can't have shuffling machines on every table. But at my home casino(s), they use machines (and two decks) whenever possible.

That makes sense, more so than any other explanation.

I was thinking maybe it had something to do with people being suspicious of the digital card shufflers

If anyone wants to give a second opinion here to nail it home that would be great, thanks!

Every tournament I played in last 20 years they always have 2 decks (Blue and Red or teal )

Every tournament table I've played at has had 2 decks---1 in use, 1 in the well.

Rarely will a tournament use shuffle machines because it doesn't help the bottom line. They don't care about hands per hour in a tournament because they aren't getting paid by the hand. The shuffle machines go to cash games where more hands equals more money.

Since tournament dealers can't shuffle one deck while a hand is played with another, only one deck is in use. The other sits ready in case somethng goes wrong with the other.

+ they always (at least what I have observed anyways) change the deck with every dealer rotation. So, 2 decks but only 1 in use at a time per dealer.

Yes, to previous posters, they do technically have two decks in most tournaments. However, what OP is referring to is that in cash games, they have the second deck shuffled and ready to go to start the next hand. But in tournaments, they just reshuffle the same deck before starting the next hand.
