Structures have to be accepted by local gaming commissions. They're responsible for making sure the casino is offering a fair game to its patrons.
And if the tourney will be held in a non-standard gaming space, like a convention area, there are usually a lot of logistical issues that need to be ironed out, like electrical, security, etc. A lot goes into holding these major series. They don't just roll out the tables and say "shuffle up and deal". All that being said, I continue to agree that schedules tend to come out a bit later than they ought to.
