friend allowed in cash games but not tournaments...why?

Why can a friend only sit behind a player in cash games and not tournaments? Someone told me it's because extra steps need to be taken in tournaments to prevent collusion because "more money is at stake." Is that the best answer?

Because if you cheat by getting coached, it affects every player at ALL the tables instead of just at your table. People at other tables can't see if you're getting coached, only the players at your table and they may not care. But players at other tables might care.
