Or whatever you call the type of rebuy event where you can rebuy anytime you are at or below starting stack
vs the type where you have to be felted to rebuy?

Most casinos do not offer rebuy tournaments at all anymore. It is mostly reentry now.
If they do offer rebuy, it does often allow you to rebuy if you are at or below a starting stack.
