I'll venture the reason is that Florida and Texas, contrary to your claim of no Covid outbreaks (presumably you mean via their poker rooms) have two of the worst pandemics in the nation over the past six months. The contribution of crowded live poker without vaccination requirement is unknown.
Maryland Live has had full tournament schedules for months now. A couple months ago when I played there a couple times masks were a requirement and the upstairs tournament floor was kept clear of visitors and watchers. So now the Borgata and Parx are ready to get things fired up again, albeit at a reduced schedule possibly owing to staffing limitations.
