In the specific tournament you are observing that may be true but the structure is independent of the posting of the ante by the big blind.
The big blind ante facilitates dealer work and its been conjectured that it increases hands by 5-6 hands per hour, within consideration of the conventional ante system, of course.
A big blind ante can be placed within a fast structure of any level length. Its all about the dealer and speed of the tournament and so it still pays to observe the structure and its effects.
