Well, I was more of a DC comics reader than Marvel growing up, but never much cared for Aquaman, so I really don't know his history. A quick Google search and a cursory review of what I found there indicates that whether he can actually fly is open for debate and has never been definitely stated one way or another by DC. But I agree with you, there's no logical reason that he should have that ability. (Although it's a stretch assuming anything in a comic book superhero world can be determined by logic.)
That said, I don't remember him flying in the movie. Now granted, it was four-hours long, and I tend to lose focus during any of the DC/Marvel
de rigueur CGI fight fests in the sky, but I thought there was a point where he was fighting while falling and losing altitude, Cyborg caught him, Aquaman said thanks, and then Cyborg threw him or did something to give him more forward momentum.
I could very well be wrong, but I definitely am not going to go back and find that scene again. In fact, even though I liked the movie (especially when compared to the 2017 version), it's not something that I could ever see myself sitting through again.
