It really depends not only on the individual but also how they ingest the substance. And from there, you get into the whole issue of indica versus sativa versus hybrid. Some will be higher (no pun intended) in THC or in CBD (or both) which can also impact the effect.
Some people smoke without feeling ANY measurable effects but will have a substantial effect from edibles. There are also extractions that allow for vaping of the relevant properties of marijuana in an attempt to get certain effects.
For example, on the vaping side of things, I have used a high-CBD content that also has sativa properties in an attempt to seek alternative modes of pain relief than would otherwise be obtained from Percocet in its generic form. My goal is trying to minimize the strain on the liver that comes with processing pharmaceuticals and also in minimizing the potential for impairment that comes with oxycodone. I am not thrilled about the prospect of living out of a bottle yet that is what a motor vehicle accident nearly a year and half has produced...the back simply is not healing to its pre-accident state, which brings pain management into the forefront so that I can continue to be productive in the office on behalf of my clients.
There are certainly people who smoke for the sake of getting 'stoned.' But not everyone is doing that. And of those that do, it is simply their means of relaxing...some go hit a happy hour after work and unwind that way while some choose instead to go home and ingest marijuana. I tend to be relatively immune to the whole 'stoned' component where I am rendered a permanent part of the couch, so it makes little financial sense to smoke for the sake of smoking (same reason I don't crack open bottles of 2001 Silver Oak just for the sake of drinking). I have grown a few plants that left me with a decent supply that works for pain relief. One advantage to being successful is it leaves one with an ability to have extra rooms in a house in which such things can be done...
