I was able to re-open my Neteller account about a year ago. They kept insisting that I send a copy of a local ID in addition to my US passport, and up until then I hadn't been able to get one in any country I lived in. But then while living in Berlin I discovered that US citizens can get get a German driver's license pretty easily--about 1/2 the US states have a reciprocal agreement allowing for a straight swap--no written or driving test required. Neteller accepted this as local ID and re-opened my account.
So I would definitely check into getting a local driver's license or other form of ID and see if Neteller is willing to accept it. Maybe some kind of student ID would work as well.
If it's not a problem to get a Moneybookers account as an American in Argentina, then why aren't all you guys down there just using a MB ATM card to solve the cashout problems?
