1) You can take out $600US a day (some people can do more) through an atm (in pesos), probably paying somewhere between 3-10% juice. You can't do a bank transfer down here. I say after factoring in the chance of getting robbed, it is still +EV to carry $9,999 on your person. You are not required to declare that amount and they are not going to frisk you or anything.
2) Cabana Las Lilas is good, but it is expensive by American standards. It is literally an expense account restaurant where people think, "F it, I am not paying for it". I guess the single best steak I have consistently gotten here is the medallon de lomo at
Soberbia 22. La Brigada and Desnivel in San Telmo cook a decent steak as well imo.
