I think you are nit picking a bit, his point is valid. The characters aren't as memorable as the ones in TFA. Let's look at the two characters who defected from the Empire from these movies. In TFA, it is a guy who got smeared with his buddy's blood during a massacre of innocents that makes him think twice about his role with the Empire. In Rogue One, we don't really get any information about why that pilot defected, he just did. Are you thinking that it's not a fair comparison as Finn was a main character from TFA and Ahmed was only a side character in Rogue One?
Ok, then let's look at the Han Solo replacements from those two movies. In TFA, it is Oscar Isaac, with a bunch of personality, the cool leather jacket, the escape with Finn, the witty dialogue. It just oozes with "coolness." In Rogue One, it is Diego Luna, who is much more subdued, and the love story with Felicity Jones was just not quite believable as I didn't really buy their chemistry on screen.
With the exception of Finn, I can't remember any of the other character's names (not even the bad guy that Adam Driver played), but I feel like I know the characters from TFA way better than the characters from the movie I just saw 3 days ago. Rogue One was more about shoehorning the plot of A New Hope into this movie. TFA was about establishing a new batch of Star Wars characters.
