A mattress generally has two components, one for yielding support (springs, air, huh density foams) and one for pressure relief/comfort (usually lower density foams)
A topper is just the lower density foams. It is a good solution if you purchased a bed that is too firm which is the most common error people make. If you are a side sleep especially, you receive better support when you are allowed to sink in at the hips and shoulder to keep you spine neutral. Also, pressure relief at those points allows your blood to flow better and you will move less and disrupt your deep sleep cycles less.
To answer your question more pointedly, if you are young, have no sleep issues and generally can be comfortable on anything, ai high quality topper will be okay as long as it gives you enough pressure relief on whatever surface you place it on. It could then be used in combination with a high quality innerspring mattress later on when you feel like making that investment.
If you have sleep issues or back issues you should probably take the time to go and find a good mattress set that will allow you to sleep well. People undervalue the quality of the sleep they get as much as the amount.
