idk man, i'd probably hold off on inquiring about the availability of full-time positions. i always feel like it's assumed that if you're interning/temping/part-timing there, you're interested in working there full-time. do u have any scheduled start/end dates? if not, then it's obvious that you'll have to take the initiative at some point and you'll have a better feel for when that right time is than anyone on here.
still, i gotta believe that if they want you, they'll say something. it's not like you're gonna just leave one day and the boss is gonna say "aww shucks, we really wanted him to work here but everyone just forgot to offer him a job!" i'd just bust my ass and make it clear that you're not viewing this job as a stepping stone or a time-killer until you graduate. when you're around ppl of authority i would drop hints like you're "looking to stay in DC after graduation" or "not really interested in corporate/public interest positions" (i'm assuming ur govt).
keep an eye out on their recruiting. i obv have no idea how your org is structured but u definitely have an inside track on entry level positions. the last thing you want to happen is for them to hire some dude for a position that you're interested in and qualified for before you graduate. if something pops up in say, february/march, i'd find someone important and tell them you want it.
