Could be from labia majora, labia minora, the area between clitoris and vaginal opening.
In this context I feel you are capable of understanding that, in the context of the clitoris, the base of the clitoris is the beginning point and that it is inferred. That is universal: the clitoris starts somewhere, just as the penis starts somewhere. That is the beginning point.
As for IUDs, as long as you understand basic female anatomy(Labia, vulva, vaginal opening, cervix, uterus) you will know where it is located in the female body and also an
approximate depth inside the body, although that point will differ much more than the
beginning of the clitoris, which begins, as stated, at the base of the clitoris.
