I don't know. I would like to say that if he doesn't have an STD at the moment, then big whoop. At the same time, I don't think I'd ever ask the specific question, "How many STDs have you had" much like I'm not a fan of asking, "How many girls have you slept with."

Is there a good way or time to ask someone if they currently have an STD?

I know someone who was told midway thru sex that their partner had an uncurable disease. Suffice it to say, they were not happy to learn this.

So, ask preflop? River? What?

You can always ask if you can inspect the premises first. That way you can detect quite a few things already if you use all your senses.
