I'm sorry. I assumed the boat was of infinite mass and space/time was wrapped around on itself so that wouldn't be a problem. But now I see that my assumption is wrong as all the water would get sucked into the boat if it was of infinite mass.

the force generated by the fan is more likely to push the boat backwards because its attatched... but if the sail catches enough air it'll counter the force of the fan & the boat will not move.

the boat cannot move forward.
