is it racist if a white/black person would vote for another white/black person, a hispanic person and an asian person, but not a black/white person? YES, because it is out of hate/bigotry.
it is racist if a white/black person would only vote for a white/black person. Slightly, but not as much because it's inspired by xenophobia and a sense of community/fears/similarities.
The first option in the poll makes it clear that the white person is not voting for black people explicitly, and doesn't specify that he is voting for a white person instead. He could be voting for any other race, which is what makes it racist. Also, this seems to suggest that he is voting
against the black person, rather than for the candidate he chooses to vote for.
