if i would no longer drive an hour to the casino to enter a tournament with that starting point/stack/structure, then i won't re-enter

It is never a good deal to re-enter online but when you drop out early. When the average stack is some ahead of me, it is a bad deal to re-enter. If they would give discounts for entering, it would be another thing. I don't especially like the RE tourneys because of the variance problem but the value should be better (not shown in my stats so far, though, because of variance).

Totally based on your bankroll. Registering with 10 bigblinds is not a disadvantage just higher variance. You win the trny less but cash more.

If you're a solid winner to begin with you'll maintain some positive expectation in the tournament even with a very shallow stack, so technically as long as you're bankrolled for it you should always re-enter. But the smaller your stack, the smaller your expectation the bigger the bankroll requirements get.
Impossible to calculate exactly, but to keep it simple just use a gradient where if you're at the low end of your ABI you can reenter all you want, to if you're at the high end of your ABI you can only reenter if you bust very early.
You shouldn't even think about it as re-entering, think of it as buying into a tournament in late registration, just figure out given the tournament how late into registration you are still bankrolled for it.
To give a simplistic example consider that for a 1300 person field and a 25% ROI the approximate kelly bankroll is 236BI, but if we reduce the ROI to 5% to model something closer to a max late reg situation, the kelly bankroll shoots all the way up to 1454BI.

Basically if I would late reg to that MTT; I re-enter... and I would late reg when starting stack is 40bb+

I re-enter all low $5 mtts and below if one double up will get me back to average stack. I would not re-enter at $20 and above tho at those high blind levels, would need at least 30-40BBs. Depends on ur own personal skill level.

Never. Will always re-buy as often as allowed. If you don't have the edge and bankroll, shouldn't be playing anyway. As someone was complaining in another thread, the shallow stacks is actually worth more for ICM reasons.
