Bad shove ott? I figure he would be 3B AK and maybe AQ here preflop. So what is his range for 3B 4x ott? The players in these are just so bad had a hard time folding ott.

It depends on What reads/stats do you have on Chipnup. w/ no reads, i'd fold.

So yeah, as you say the players are bad, he had garbage and got lucky with the straight. Happens on these fields. So, i'd prefer to play proper poker here and fold to the 3bet.
