Reducing blinds level of a tournament

A few days ago I participated in a tournament where the structure wasn't published in advance.
The latest stages where awful in terms of structure. The last 30 players played while the average stack was less than 8 bb and the chip leaders had 15bb at most.
After the final table has been closed (bubble boy is me) the organizers announced that they will adjust the blinds and will reduce them to a previous level.
Is this reasonable? Did you ever encountered this behavior before?
Missing this info affected my strategy, and pushed me to take risks I wouldn't take if I knew that blinds are going to change.

There are some tourneys where the blinds roll back on the 2nd day but not where they just make it up as they go along like this usually.
