Action is re-opened if the raise is a
legal raise. Legal raises is raises that are at least the amount of the previous raise.
In your example picture:
The first raise is to 3bb, a 2bb raise (over the 1bb big blind). The next raise (by villain 3) is to 7.5bb, which is a 4.5bb raise (over the 3bb first raise!)
Villain 2 can later on put in his whole stack which is a total of 10.16bb, which is a raise of 2.66bb over villain3's raise, and thus not a legal raise! This means it doesn't re-open the action. His bet needed to be at least the amount of the previous raise (which was 4.5bb)
