To the best of my knowledge, that is not known to be the case. There is certainly nothing regulatory that stops them either (a) continuing to accept European players under their French license, and/or (b) accepting international players on their soon-to-be-issued Spanish license.

If you are living in Spain, you will need an NIE (foreigners national insurance news). I believe this is a stipulation of the regulations - Residents of Spain must be verified through NIE/DNI.
