So you're ok with banning all the Chinese fish that VPN or use other methods to get around the mainland blocking of Stars?
Or the Russian fish that get around the ISP blocking of PS downloads?
Or do we understand and pity their situation just because the average player doing it there is a net positive to a winning player's bottom line?
If the argument is "I dislike that winners break rules, but I'm ok with losers breaking the same types of rules" just say so.
But disguising these arguments as if you are arguing for fairness is completely shortsighted, because fairness includes a lot of good fish money being taken out of the economy (fairness defined as the same rules applied to all players about rule breaking on the topic of playing location).
What we should all be doing is banding together to push countries to open their doors to online poker, since most of us agree that any player in the world should fundamentally be able to choose to risk their own money against any other player in the world.
The reason players (fish, regs, etc.) break site ToS or government actions against playing online poker is the same: They want to play on the larger, more reputable poker rooms in the world. To ignore the half that benefits you and to try to strike down the other side that hurts you is kinda questionable (at least when you call or imply that it is "fair").
