Choosing that for a 21 is ridiculous lol. He may be on the 10-12 lock up 11 level like AK did in the last game, but he may also just be on the it’s a blob, look at it, it’s an 8 level lol. Before knowing anything about this Pokémon it looked kind of 8ish. He posted a picture, even if he thought shapeshifter was 21 he could just say “ditto, the shapeshifter” or something and not post a picture of a blob. Or he could just name the most powerful Pokémon or whatever and everyone would say ldo 21.

Well played if it’s 12 and he knew it would go 11 and under but he posted a picture, maybe he wanted us to look at it and judge it.

Which is a more likely level: this is a 21 but everyone thought 11, OR “this is an aesthetically average minus looking Pokémon”?

Again, if it’s 21 there are so many ways to get you to 21, given that they auto 11ed this is a pretty awful clue for 21. I don’t think since we know 11 is wrong it’s 21, I just don’t get that at all.

Ofc if he’s on the 10-12 level we are just flipping so I’m ignoring that

I know zero about Pokemon. But if a shape-shifter isn't an 11, then it's always higher. A shape-shifter isn't going to intentionally become unappealing unless it's for a very good reason. The default assumption is that it will want to be appealing the majority of the time.

ignoring that, no, there's not really any pokemon that are objectively sexy and would be an obv 21, sexiness really isn't a key feature for a load of monsters in a kid's game

It's not about the picture. It's about the ability. This is an extreme of some sort.

It was 12, for the exact reasons people laid out, it’s pretty much and 11 for me but it’s features meant if we guess that hoped the others would go lower. Couldn’t find anything else in the mediocre range
