Vanilla WW 13er, Voracious Reader modding - Page 3

A watcher selects a player and “watches” the selected player overnight. They are notified of any other players in the game that target the watched player with a night action.

A tracker selects a player and “tracks” the selected player overnight. They are notified if the tracked player targets any other play in the game with a night action.

In general I believe tracker is considered more powerful than a watcher.
