A usurer is a loanshark. Maybe userer is an alternate spelling. Otherwise, no idea.

I got nothin'. So if we assume what you say is correct, any idea on the other clues? I3 is a lock apparently.

A5 is usury. The only I3 lock that I can think of would be IRS if the answer is "tax". I'd like to have a thought of A7, D7, or A12.

IRS is the first thing I thought of too, but we definitely would've had audit/accountant clues if it was tax.
I think we just bold loanshark and move onto the next clue. We can't even be sure what this clue is lol.

D7 could be deposit. A7 could be America? That could obviously go lots of ways, but ervin did say it was only good as a confirmer.
I3 = ING? That is a bank in Australia, but I dunno if Americans know it.
I really don't know about the others, but I imagine there are a bunch of banks that I've never even heard of that could possibly fit some of the clues.

Could it be as simple as "shark"?
I know Great White, Hammerhead, and that's about it. And "Jaws" would be a bink. The letters available were A/UNKQ on the outside. IH/DL on the next level inside.
