i can understand you're frustration, but
(1) - not every HoS will agree to just go w/ the majority
(2) - just having the HoS vote w/ the majority every time kind of defeats the purpose of the game.
Even in a vanilla game a lot of people don't listen to anyone else. We still have a chance to make a case that nails a wolf though...
