It depends on which PC edition you mean. There is Windows 10 Minecraft and Java Minecraft.
The Windows 10 Edition Minecraft is exactly the same as on the iPad. It has a few UI tweaks.
The PC Java version is a more mature product with extras here and there and it also has "The End". A final area (like the nether) where you battle a dragon as your final boss monster. This area recently got a big upgrade. It also now has 2 hands to hold things. you can have a sword in one hand and torches in your other. There are a couple more creatures too like horses.
The Java PC version also has a thousand user generated mod's for the game. Some add more monsters, weapons, blocks, boats, planes...
You want a feature added to minecraft? It's likely someone has already written it.
Given all the above, for the average player, the PC Java and pocket editions aren't all that different. Both play about the same.
It runs fine on low end PC's. You might have to back off the view distance.
Oh and for the time being, if you buy the PC Java version ($26), you also get the Windows 10 Edition ($10) for free.
Read the Minecraft Wiki for more features of the PC Java version.
