Well if you're talking to the pushers themselves, there's a decent chance that you get your Papers put on the bottom of the pile. But in this instance it sounds more like systolic is talking to ppl who have no impact on the speed, on way or the other.

He wasn't giving professional advice, it was a mental approach to a professional situation that I fully agree with.

There are good reasons for most people to not heed his advice, but everyone should listen to it. It's a different perspective, and it's not totally whack or anything.
