i think what luckbox is trying to say is

people should wash their hands

but if he doesnt, master shouldnt be able to run out of the bathroom and find a cop and tell him so luckbox can be fined/arrested

arrest seems excessive, probably just cited and publicly outed should be sufficient deterrence

The whole idea of "legislating from the bench" displays a huge lack of awareness of the role of the judiciary.
