Benji? Prob not.

This feels like a moment in a movie right before some senior cop comes along and reprimands the junior cops for goofing off. But I can't even figure out if the dog, the cops or others are the focus of the movie.

The dog (moreso than the cops) are at least a small part of the movie. If you've seen it, you'd almost certainly remember it.

BTW - this is one of my top ten favorite movies of all time

It was canceled. Stupid Cartoon Network pulled the plug in the middle of production for the 3rd season. Awaiting new series by same creators on FX:

Isn't that William S Burroughs? The movie was filmed in Portland, that drugstore scene was about 3 blocks from my middle school. All the girls in my class skipped 8th period to run up to the set because they thought they were going to see Matt Dillon in person, lol.
