An argument can be made that Tom Sawyer is more of a foil than an antagonist and that's a reasonable interpretation but still a worse answer than Widow Douglas. Pap and the Duke are straightforward villains but I consider the real antagonist of the story to be what Huck calls "sivilization" meaning the way authority, rules and tradition can supercede compassion and morality and make people cruel. Tom embodies that.
