Hmm, this is tough since so many things have statutes surrounding them.
Collar - blue/white collar crime?
Craft - Create a statute?
Dance - Laws regarding dance studios, strip clubs
Hamburger - Food safety laws?
Ink - ink a statute, like writing one? Also, the clue is coming from a patent lawyer haha, ink meaning trademark or intellectual property?
Magazine - gun magazines?
Makeup - Cosmetology licensing
Meter - could this be a statute meter like mile? I've never heard that before, but I don't actually know why it's a statute mile.. too bad I don't live in the meter high city or may have heard that.
Mile - This is actually what a mile is called I think?
Milk - Lots of milk laws, raw milk, pasteurization
Robot - Laws of robotics? But think statute is used instead of law to talk me away from robot
Skull - Murder or death?
Mile seems to be the best, because it's actually called statute mile I believe (lol me if this is wrong)
If I assume that's true, problem comes where the other 3 come from. Things that are licensed/regulated: dance, hamburger, magazine, makeup, milk. Guess I'm going away from this route because too many things.
Dropping robot, statute over law had to be used for a reason.
That would leave creating a statute - craft, ink and collar for blue/white crime. I think collar is maybe the second best answer. If going actual crime skull seems to come back into play versus the other regulation concepts. Statute would be used over crime for mile, I think. Crime would never get mile.
I'm hoping statute actually just means law and there isn't some unique difference, getting this clue from a lawyer makes me think I could be missing something.

My next hunch is actually to go magazine since the other 4 are all connected, and magazine is kind of on its own.
