The way I understand it, there is first a rand to decide which of the 8 players will move (or is it a rand between the 16 pieces?), then if that player did not submit there would be a rand for all their possible moves (ie. your 6).

A forced move is something - but not taking the optimal move between the forced moves is something different.

Feels like castling would have been the better move almost always there, even if the person controlling the King doesn't have a pawn they could move instead.
