Best way for the village to handle ITAs is to elect a captain who is active and relatively clear who will take advice from others and dole out the shats. Even if you have a wolf directing it isn't necessarily the worst thing in the world. At worst you're not heroshatting. Smart village will reconcile wagons and such. It's too easy. It will play itself out.
