so tacks are only valid for the start of sector 2, tyres are only valid for sectors that have the correct wether conditions, but there is nothing you should be thinking about buying twice, apart from chips.

if you buy two different types of tyres and want to change tyres between sectors, this will cost you 2 seconds. this time will come off of your sector 1 time.

I don't think weather matters. Turbo > tyres so Fnord > Dusting and LC doesn't place.
