If anything I'd vote to change the rule in the other direction. Someone must be OUT or IR on NFL injury report to be placed on IR.
I either think we should have no IR, or anyone can be on it. It randomly gives an unfair advantage to someone who gets an injury. If you have a rookie who gets injured, you basically increase your roster spot by 1.
