I accidentally played this as a Heep, where EACH question has the sheep answer reduced to 0. So I tried not to give the sheep answer for anything. This proved to be a very bad mistake.

do you force them to dump it or just let them know it's illegal and let them decide what to do?

side story: canada domestic, about 15 years ago my friend had about 20 lighters in his carry-on. screeners ended up taking a closer look. they found about an eighth of pot. brought him to a room, talked to him for a bit, and let him go, no problems.
