Edit #2: One other option you have is to treat this as a balanced hand and rebid 1NT over 1D. I would definitely do that at MPs.
Passing the first time will be bad when partner is 6=4=0=3. Bidding 1NT gets you there; bidding 2D gets you to 2S or 3C, depending on your proclivities. Passing gets you a zero.
Meanwhile, when he is 3=4=2=4 you would like to be in notrump, which can happen over a 1NT or 2D bid, the latter only when he has 5-7 HCP.
