Once you've started on the road of voting a wolf bro, switching to a villager wagon feels super wolfy. Wolves don't like to do it unless they can find some sort of a strong justification. Often they're just going to ride it out and hope that villagers make mistakes.
You also need to figure out what are the prospects of a wagoned wolf living to the end. If you think your wolf bro is going to die before the game is over whether you participate in his lynch or not, it's easy to decide that you might as well get some villager credit.
On average it's better to vote for wolves than for villagers, but you need to look at the wolves' strategic considerations beyond "lynching villagers good, lynching wolves bad."
