Agree on all those. I'd also add Yard (ship yard, I believe there's also a naval term for yard, something about sailing). After that a few options:

Oil - Like Oil & water is a common saying
Mug's can hold water
France and Washington are both on the water/have a coastline
Organs are mostly water

Which of course leaves us with 11 words.

I'd probably go with this order, but everything after Yard I could be happy to switch around

Washington is the obvious one to remove. The other two I'd look at are Port - because Seattle is one - and France, because it's also a place. I'd probably go in this order, just because Port is a better fit for the water clue than France is.
