I wanna say time/clock/Germany, but if that's right, it's def illegal. I'm not sure what to do here.

Hmm. Is this used as a standard abbreviation like EST, PST, etc? I probably see those more often than “Eastern Standard Time” being spelled out, so maybe it’s okay (of course, a safer clue re: legality here would be “Eastern” or “Pacific”). I’m not as up to date on which types of abbreviations or acronyms are permitted, and I typically just stay away from them as a personal clueing rule.
If the acronym can be reasonably argued as common, then I could see it being fine. I can’t remember - are things like FBI and CIA okay?
from the rules sticky, would assume this would apply:
7. Using an illegal clue. The penalty for using an illegal clue is (1) immediate loss of turn and (2) the opposing team’s spymaster gets to reveal a word of his/her choice.
The only way it could possibly be ok is if the intention was for it to mean something else (some other acronym) and even then its dicey if Time is a blue word.
assuming the T is for "time", then it's illegal because "time" is a word on the board
can't say the words on the board in any form (e.g., can't say time, timeout, playtime, or EST)
if CET is for some lesser known acronym, then it could be OK, but the more the acronym means one thing to the vast majority of people the more it shouldn't be said for some other meaning

Bump because I think they’re still waiting on a ruling. This seems like the right move.
