Not necessarily. I think a wolf would wait for confirmation on the thread on whether its a good case or not before acting. So her wishy-washy stance kinda fits in line with that, but a lot of people took this stance because the case only holds merit if TL doesnt do it as a villager so it's fairly reasonable. I think their roles are fairly independent still though. They both could be w/w but it's not relevant here.

This is only a small portion of the reason I think OD is a wolf though.
