why is he the best wagon for some? TN & Effen have both seemed way worse...

Don't mind me, I'm just providing angel-spew cover. But seriously, "try to outguess the wolves" is probably the right answer here like all the time. There are a couple perfectly good targets (including the angel themselves) besides you to rand from.

Why do you think this is more likely than them simply angeling their wolf bro who was a counter-wagon?

To RB+NK someone usually means the wolves know their role and since their seer died on d2, that doesn't seem likely.
