How are HU preflop open percentages determined? How are HU preflop open percentages determined?

Say I'm on the button in HU, it's preflop, and I want to open raise a certain % of hands. My open raise size is 3BB going into a 1.5BB pot.

What percentage hands should I raise, and can someone give me a mathy explanation of why I should raise this percent?

(I've seen on some sites that 70% of hands is a good amount for this open size, but no real math on why it should be 70%.)

It is also determined by the stats of the other player e.g. how often he 3bets, how often he folds pre and how he plays post flop. maybe thats an exploiatitive response and you're looking for the pure GTO answer which im unsure of and I'd advise you if you want a mathy explanation you are probably a lot more likely to get this sort of response in the poker theory section
