25NL HUSNG c/r river bluff

Ignition $25 HUSNG hand I'd like feedback on:
Im in the big blind with 70 BBs effective. I call an open to 2BBs with KcTh.
Flop (4BBs) AcTc5c. I check, villain bets 2BBs, I call.
Turn (8BBs) 5d. I check, villain bets 4BBs, I call.
River (16 BBs) 4d. I check, villain bets 9BBs, I tank-raise to 37BBs.
What do you think of this line? My hand feels too middling to raise before the river but too weak to call with on the river. I have more 5s in my range than villain imo, blocking full houses and the nut flush. Thoughts on c/r rivers as a bluff at low stakes?

I think I'd rather just c/c -- I don't think V is finding a fold with any A here. Also I'm not sure you're right that you have more 5s in your range. In V's shoes I'd probably expect you to c/r the turn with your 5s due to how wet the board is.
I'd probably c/r the flop some, but having played this hand this way to the river, I'm just calling -- you're getting 25:9 so you need to be right 36%, and I think you'll get shown plenty of raw Qc or Jc. I guess "right" in this situation is complicated because you chop with other Ts, but I don't think blowing them off a chop occurs enough for the c/r to be worth the risk, because I think they should check back the river with a T a lot since they can only really get value from what, 66/33/22?
