Following portuguese law (born here and living here since), as poker is considered a game of luck, you simply pay no taxes for poker winnings.

Technicly, you can withdraw and deposit money on your Online Poker account without declaring it to the goverment of paying taxes. Hope this helps.

Just make sure you don't declare yourself as a professional but as a gambler. It will be difficult to prove you are not just lucky even if you get most of your earnings from gambling (if there is no law about it). In case there will ever be a problem like that, but safe is better than sorry but if it is somehow beneficial to declare as a professional (winning with skill).

It is always best to declare major incomes, so you cover your ass in case of any investigation of incomes (by tax people, or when moving money between some countries, especially over 10k or so) and in some cases; you more or less need to prove incomes like when you are renting an apartment, opening a bank account somewhere perhaps.

Maybe some EU country or related comes after you wanting taxes, but you have declared your incomes though no taxes and can show them a finger, just perhaps. It also leaves nothing unclear, what comes to taxes overall, as long as you declare it as a non-professional, IMO, and have documents (of your winnings or whatever any country wants, e.g. all my non-EU winning go to my bank account, that proves them, and I declare them, as I need to pay taxes there, but I don't care about the EU winnings as not having major winnings, building a roll) to show if the tax man wants to investigate it further.

What is falso is never sure in unclear cases when you don't know it. I have read lines from people saying no taxes in some country (and you might read that from many articles also and it may not be true) and then some go there as a pro and the tax man says he has to pay taxes (Croatia, that by the way might be regulated badly at this time, perhaps). In Spain, there was supposed to be some 5k limit, no taxes, but wasn't true (maybe some part of Spain is different, don't know).

If some people play for living in Portugal and no taxes, well, then maybe no taxes, but I would declare as lucky winnings. In Malta, one might get away for not paying taxes (and pretty sure they don't declare it in some countries in Asia, as it is or might be more or less illegal), perhaps, but pretty sure there are taxes.

Don't you know how to read? Poker is a game of luck like lottery or casino by the law, and the casino companies are taxed (AKA the house) not the winning players. They must think there are no pros playing poker and there's no winning players, which with the higher rake and small liquidity it isn't that far from the truth.
