Are you able to explain anymore Rich? I've been loosely following this thread but would enjoy hearing more. Is this good news because it means that hiccups were likely worked out? Sorry for noob questions, just curious. Thanks.

CaliforniaOnlinePoker.com put up an article and he seemed to think this inferred something along these lines. It would make sense that if you delayed voting to make changes and then made changes and set a new date to vote, it would be with the intention to vote it through...I think?

looks like the bad actor date will ne rolled back to 2006, requiring a five year wait. but there is a $20mm bribe thst csn get you around that.

I suspect Pechanga et al will still oppose with that buyout language

I think a five year wait for Pokerstars is not unreasonable and perhaps inevitable. drop the buyout and pass the bill and get the clock running

I don't think they'd be bringing a bill to vote this quickly unless they were confident it could pass. Although obviously there are still a lot of steps after this before it could potentially become law.

The CA online ‪poker‬ bill passed the CA Assembly Appropriations Committee today and will move to the Assembly floor for a vote by the full Assembly. I'm sure negotiations will continue on the bill's specifics, but every vote forward helps things coalesce.

When will the Assembly floor be voting? Any info on when that final vote will be taking place?

None. You can't even assume it will come up for a vote. The committee passed the bill and sent it on to the full Assembly. It is now in the hands of the Assembly leadership to put on the calendar for readings and a floor vote. Until it appears on the calendar, there is no way to know if or when it will be taken up in the Assembly.

An Appropriations Committee vote is also a hurdle that online poker regulation cleared last year. The bill never came up for a vote of the full Assembly in 2015.

Do you know when the deadline is for the bill to be taken up by the full assembly? It would seem they would need to take it up relatively soon if it has any chance of passing in 2016.

What is a realistic timeline for the bill to pass through the Senate and the Governor if it were to pass through the assembly?

it's not realistic this bill would get that far before the end of the month, and after that this bill is dead. the next legislature will have to start over

Have I got this right?

In order for the bill to pass, it has to go through the Assembly and Senate.

In order to go through the Senate, the bill must first be passed by the Senate GO committee.

The Senate GO Committee meets on the second Tuesday (today) and the fourth Tuesday (23rd August) of each month.

Adam Gray´s bill is not on the agenda for today´s hearing, so the only available date to hear it would be the 23rd August.

However, final amendments to any bill have to be made by 19th August in order to pass this session.

So even if the Senate GO Committee were to hear Adam Gray´s bill on 23rd, it would be too late to do anything about it.

Please correct me if I am wrong.

Thanks.

Pretty much. But the state Senate President Pro Tem Kevin de León (D-Los Angeles) said that he is “not in a rush” to regulate online poker in the Golden State.

So in the unlikely event that the current bill a) passes the full assembly with 2/3's vote and, b) is rushed thru the committee process in the senate, there is virtually zero chance it would come to the senate floor for a vote.

The Assemblyman knows this as well, so there is little incentive for him to push too hard, with both sides still so far apart on suitability, and the tax and fee issues still at hand.

I kinda doubt it actually comes to a floor vote in the Assembly, and if it does, it's just optics.

The Pokerstars Coalition and The PPA issued statements opposing these amendments. With two weeks left, it passes like this or it doesn't. And if it doesn't, instead of just Pokerstars waiting five years, everyone will keep waiting

indefinitely
