Election year is a big reason it failed this year . . . far more lobby money gets spent if they milk the bill for all its worth. if they had passed it in June, the money would stop flowing.
Also, failure to act is, pure and simple, a lack of leadership being shown by the CA legislature, and CA players should make an extra effort to point that out in some twitter blasts.
Voters elect leaders to make the tough decisions, not to sit back and let the special interests haggle over the details of a piece of legislation. You write a bill, you give it a public hearing, you make the decision.
Correa is out, so no skin off of his ass. But I would make sure you get some social media campaign going to hold those legislator's feet to the fire leading up to November.
